Strong the United States army's chief strategist, in a speech said the European war emphasised that the United States must be prepared to ‘outblitz any blitzkreig” in the Western Hemisphere. He said the development of the aeroplane and highly mechanised forces made it a stark, realistic necessity for' the United States to be ready to furnish aid swiftly to other western nations if their territorial integrity were violated.
The establishment of foreign bases in North or South America was an equally dangerous threat against the United States as against the country in whose territory the stronghold was seized.
