The Minister of Economic Warfare (Mr Cross) speaking to the American Chamber of Commerce, said it was undeniable that there were leaks in the blockade, one being the route via Vladivostok, whither copper, rubber, tin and other materials had been imported after the outbreak of war in quantities making it virtually certain that at least a good part was going to Germany. The United States had been the source of much of these key war materials.
