SOVIET MEMORANDUM
CONVEYED TO GERMANY. By Telegraph—Press Association—Copyright. AMSTERDAM. April 20. The Soviet Ambassador to Germany has returned to Berlin from Moscow. It is reported that he brought a memorandum to the Foreign Minister, Herr von Ribbentrop, from the Russian Foreign Minister. M Molotov, relating to the Balkans.
