"If civilisation is lo survive, the rights of the smaller nations to independence, territorial integrity, and unimpeded opportunity for self-govern-ment must be respected by their more powerful neighbours."

President Roosevelt sent a message to the Pan-American Union affirming his "determination to prevent the spread to the Americas of the devastating contagion of arrogant force. "This is a critical period for civilisation and political principles based on freedom have been violated." he said. "Pan-American co-operation provides an example to tlie world."

Duttweiler. a Swiss politician, in an article in the Press, says the remaining neutrals, particularly the Swiss, must arouse themselves and call a spade a spade.
