CONDEMNED BY PRESIDENT ROOSEVELT THREAT TO EXISTENCE OF CIVILISATION. MESSAGE TO PAN-AMERICAN UNION. By Telegraph—Press Association—Copyright. WASHINGTON. April 14. President Roosevelt issued ?. brief statement condemning the German invasion of Denmark and Norway. “These nations won the respect and regard of all people because of their observance of the highest standards of national and international conduct, he said. "If civilisation is lo survive, the rights of the smaller nations to independence, territorial integrity, and unimpeded opportunity for self-govern-ment must be respected by their more powerful neighbours."
President Roosevelt sent a message to the Pan-American Union affirming his "determination to prevent the spread to the Americas of the devastating contagion of arrogant force. "This is a critical period for civilisation and political principles based on freedom have been violated." he said. "Pan-American co-operation provides an example to tlie world."
POSITION OF NEUTRALS
SWISS POLITICIAN CALLS FOR ACTION. BOLD POLICY DEMANDED. ZURICH. April 13. M. Duttweiler. a Swiss politician, in an article in the Press, says the remaining neutrals, particularly the Swiss, must arouse themselves and call a spade a spade. "Obeying the instruction to be neutral lias not helped other neutrals." he said.
"Witness Denmark’s fate. We know the aggressor has no human considerations. AH his promises are pieces of
paper. "The aggressor must know he is mistaken if he believes he can replenish his scanty stocks in Switzerland. It is the business of neutrals, now the veil is lifted, to create the necessary counterweight. Bold and decisive action is necessary.”
