SPECIAL PRECAUTIONS TAKEN . BRIDGE ACROSS MAAS MINED. QUICK RETURN OF TROOPS FROM LEAVE. (Received This Dav. 10.20 a.m.) AMSTERDAM. April 10. Special precautionary measures have been taken on the German-Dutch frontier. Ordinary rail traffic has been restricted to allow the quick return of troops from leave. The bridge across the Maas, between Venlo and Blerik, has been mined and nearby residents have been evacuated.
