LONDON, April 8. “The Times” says Germany has done her utmost to obtain a monopoly in the Balkan market “by methods ranging from hinted threats and direct intimidation to offer of prices above those of the world market. “The Balkan market is almost saturated with certain classes of German manufactures,” it continues. “The Balkan States naturaljy desire to purchase arms for their defence, but though the Germans want Balkan butter, they cannot spare much armament in exchange. "The Allies hitherto have been unable to supply the Balkans as rapidly as they, wished, but the increased production in arms and munitions will soon allow increased exports of these commodities.”
