PARIS, April G A few hours, after Hie publication on April 5 of the death penalty decree for Communist propaganda, the police discovered a ’cast Communist propaganda organisation whose director was arrested and also 18 others, described as militant Communists, mostly employed in aeroplane and other factories engaged in national defence work.
