The "Voelkischer Beobachter" admits that Germany is wallowing in chaos in attempts to administer Polish banking and commerce. The Polish Government, during the invasion, ordered the destruction of all account books, documents and ledgers of credit institutions and industrial undertakings. Gdynia firms dumped .theirs into the sea. Others burned, buried or scattered them throughout the country. German administration, therefore, is virtually impossible, since it is unable to determine who owes what-and to whom.
