Official sources deny the report that Turkey has agreed to open the Dardanelles to Allied warships. They state that Turkey takes her stand by the Montreux Convention. The Montreux Convention was signed at the conclusion of the Dardanelles Conference in 1936, at which there was sharp divergence of opinion between the British and Soviet delegates. It resulted in Turkey resuming control of the straits into the Black Sea by her forces being allowed to enter the demilitarised zone. The convention provides that, in time of war. warships of belligerents may enter the Black Sea only in observance of obligations under the League Covenant or in the event of assistance being given to a State which is the victim of aggression in virtue of a mutual assistance pact to which Turkey is a party and concluded within the framework of th League Covenant. In time of war, Turkey being a belligerent, she has full control in the admission or exclusion of warships. If Turkey is herself menaced by an "imminent danger” of war, she may again use her discretion.
