DEFENSIVE ALLIANCE IN SCANDINAVIA. "INCOMPATIBLE WITH PEACE TREATY.” According to the semi-official Tass Agency, Daventry reports, the Soviet is opposed to the proposed Scandinavian defensive alliance, which, it is claimed, would be incompatible with the Soviet-Finnish treaty.
