(Received'This Dav, 12.15 p.m.) ■LONDON, March 12. THE MOSCOW CORRESPONDENT OF THE OFFICIAL GERMAN NEWS AGENCY STATES THAT IT IS OFFICIALLY ANNOUNCED THAT RUSSIA AND FINLAND HAVE CONCLUDED PEACE. The treaty terms include the cession of the Karelian Isthmus, including Viborg. Finland also concedes a military base on the Hanko Peninsula. The treaty provides for an immediate cessation of hostilities.

THE MOSCOW RADIO AT MIDNIGHT ANNOUNCED THAT THE TREATY WAS SIGNED ON THE AFTERNOON OF MARCH 12.
