NO DECISION VET
FINNISH NEGOTIATIONS WITH RUSSIA NEWS OF ALLIED PROMISE WELCOMED. REGARDED AS FACTOR FOR PEACE. By Telegraph—Press Association —Copyright. LONDON, March 12. The Russo-Finnish position is still obscure... Both Moscow and Helsinki maintain a strict official silence, but the Scandinavian capitals expect that Finland will make a decision today. The news of Mr. Chamberlain's promise swept Finland like a bush-fire. The immediate reaction was to regard it as strengthening the delegation’s case at the Kremlin rather than as a justification for abandoning the talks. All the Stockholm newspapers display Mr. Chamberlain’s statement, but make little comment. Berlin correspondents say that the German official circles are convinced that peace between Russia and Finland is assured. Amsterdam reports that Prince Rene of Bourbon, acting as a special envoy for General Mannerheim, reports that he visited London, Paris and' Rome during the Russo-Finnish peace talks and explained General Mannerheim’s views. The prince is now returning to Helsinki.
