Colonel Mitchell was the originator of the federation idea in the S.P.C.A. He was an active worker till the time of his death. Some discussion took place with regard to asking the Government at some opportune time for financial assistance. It was mentioned that the only assistance ever received from any Government was once from art union funds. There are quite a number of /emits for consideration by the conference.
