NAZI BULLYING
STILL ANOTHER ATTACK ON NEUTRALS. ACCEPTANCE OF NAVICERTS DENOUNCED. By Telegraph—Press Association—Copyright. (Received This Day, 1.40 p.m.) THE HAGUE. February 29. It is officially stated that Germany has warned neutrals not to accept British navicerts (special clearance papers granted by the Admiralty). The statement addet.l that Britain is attempting bj' navicerts to involve neutrals in the war. If they accepted the system Germany would be faced by a new situation in which she would act energetically. Neutrals accepting navicerts will "obtain no alibi in German eyes, but on the contrary will be most suspect."
