TEN DECREES ISSUED IN FRANCE MEASURES TO REDUCE CONSUMPTION. AND INCREASE PRODUCTION. By Telegraph—Press Association—Copyright. (Received This Day, 10.45 a.m.) PARIS, February 29. Ten sets of decrees have been issued which are designed to decrease -consumption and spending and to increase production. They include provision for the reduction of expenditure abroad by reducing ordinary imports in order to conserve foreign exchange for extraordinary war purchases, a general census for the distribution of ration cards, the regulation of bakers, confectioners and restaurants, the incorporation of bean flour in (lour for bread making, a reduction, in the consumption of oil products and alcohol, control of prices and rebates for the purchase of seeds for spring wheat cultivation on land in Army zones, measures to facilitate exports, regulation of the employment of female labour and war against waste in civil and military expenditure!
