Addressing the Senate Finance Committee, Mr Cordell Hull (Secretary of State), denounced the theory that the United States needs only to defend her sea coasts and “Let the rest of the world go hang.” That, he declared, would mean the relinquishment of the seven seas to “the world’s most lawless elements, which would then be allowed to dictate to the smaller nations.” Military intention was not necessary to attain this, he added, because “powerful nations can starve you to your knees without sending gunboats."
