Diplomatic circles here are informed that Italy and Japan are still co-operating in the anti-Com-intern agreement. It is expected that Italy will recognise the Wang Ching-wei puppet Government of China because of the basic Italian opposition to the Soviet plans. It is believed that a rapprochement between Italy and German is impossible as long as Herr Hitler is allied with M Stalin, and thus the breakdown in the trade negotiations between England and Italy is not regarded in Washington as an Italian swing to Germany.
