Lieut.-Comrhander Fletcher says. "The question at issue is whether the article was censored because it contained facts valuable to the enemy or contrary to the policy of- the Government. If Mr Hore-Belisha was censored because his views were inconvenient we are confronted with the first principles of totalitarianism.”
