The Washington correspondent of the United Press says officials are expecting a further straining of Japan-ese-American relations following the passage of the Bill enabling loans to be made to China. The Hong Kong correspondent of the Associated Press says the Japanese High Command in South China has sent a message to Marshal Chiang Kaishek suggesting that he sue for peace, and boasting: “Our operations are unprecedented. Their brilliance resembles Tannenberg."
