Increasing ice formations on the south coast threaten shipping. Bitter weather, with a shortage of fuel and electricity, 'has rendered idle 400 ships, closed schools and restricted church services. There are two months’ supply of fuel available. The loss of 33 colliers during the war, and the severe weather are hampering shipments.
