' General Reynders, the supreme commander of land and sea forces, has resigned. He is succeeded by Lieu-tenant-General Winkelman, who has now been promoted to General. Hitherto he was commanding lhe Utrecht air defence region. The Government disapproved of certain of General Reynder’s measures, on the ground of excessive expenditure. also his arrangement for army leave and utilisation of civilians for army purposes, which the Government changed or cancelled. General Winkelman is regarded in military circles an an extremely able soldier. General Reynders’s resignation has perturbed the nation, which recalls the coincidence of the Belgian Commander-in-Chief, General Vandenbergen’s, resignation last week.
