During a debate in the House of Commons, the Conservative member for the Pudsey and Otley Division of West Riding, Sir Charles Gibson, 'attacked the Dominions because, he said, there should be more of a quid pro quo on their part in Empire trade. New Zealand had imposed restrictions and prohibitions which appeared to be unnecessary.
Captain P. C. Loftus, National Conservative member for the Lowestoft Division, interjecting, said: “Would you favour modification of the rather harsh terms of the last New Zealand loan.”
