PRESIDENT ROOSEVELT’S PROPOSAL PARTY LEADERS ASKED TO CONFER. NON-PARTISAN PROGRAMME WANTED. WASHINGTON. January 12. President Roosevelt expressed the opinion that the Democrat and Republican leaders should confer and agree on a non-partisan programme for further aid by the United States to Finland. He stressed his belief that party considerations on this matter should be shelved. Senator McNary (Republican) agreed with this proposal, but. urged that the President and the State Department should make recommendations Io enable Congress to appreciate Finland’s needs. At a Press conference Mr Roosevelt said he had asked the Congress leaders of both parties to work on the problem of giving help to Finland, but their conversations had not resulted in any decisions. Mr Roosevelt said he did not wish the Finnish question to become one of party politics, and added that he had not the faintest idea what, specific steps might be taken.
