SUGGESTED MEDIATION I OFFER. COPENHAGEN, January 9. The “Tidende" reports an unofficial statement that Germany will shortly offer to mediate in the Russian-Finnish conflict. It is thought that Russia may accept, as she customarily fights for a few months and then accepts a compromise. ENCIRCLED IN THE SALLA REGION. FINNS CUT OFF FOOD SUPPLIES. (Received This Day, 10.10 a.m.) HELSINKI, January 10. A large'number of Russian troops are reported to be starving and freezing to death in the Salla region, as the result of Finnish encirclement, which is now completed, cutting off the Russians’ food supplies.
