The disclosure tends to confirm the reports that economic and foreign affairs experts have been working on a broad survey of the possible bases for a lasting peace, with the idea of making definite proposals when success is likely. The churchmen’s reference to peace hopes that will be encouraged by the spring brought a repeated statement by President Roosevelt, at a Press conference, that peace moves will be made only when and if the moment is opportune.”
