Asked whether it was true that Afghanistan had ordered' a complete mobilisation because of a threat from Russia, the Afghan Minister declared that the world situation required preparedness and that Afghanistan had takeji necessary precautions. It was strictly neutral and on the best of terms with the Allies, but had no cause for friction with Russia. It was hoped to call a conference between Turkey, Iraq, Iran and Afghanistan to discuss the international situations and its effect on the Middle East.
