BELLIGERENT & NEUTRAL COUNTRIES BIG INCREASE RECORDED. SHORTAGE OF SKILLED LABOUR. By Telegraph—Press Association—Copyright. (Received This Day, 10.35 a.m.) GENEVA, December 27. An International Labour Office survey states that there was a great increase in unemployment in belligerent and neutral countries, following the outbreak of war. Only the United States and Canada show a decrease. The mobilisation of millions and a boom in war industries have not absorbed the unemployed resulting from trade restrictions, the closing of peace time industries, and the appearance of women seeking jobs. British unemployed from mid-August to mid-No-vember increased 170,000 and the French 14,000 during September. The German figures are not available, but it is estimated that there is an increase despite new labour battalions and munition factories. Belgian, Danish, Greek, Norwegian and Chilean unemployed have also increased. The survey reveals a world-wide shortage of skilled labour.
