The Rome correspondent of the “New York Times,” Mr Matthews, says that the French Ambassador to Italy, M Francois Poncet, has returned from Paris carying, it is reported, an offer from the French Government to lease Jibuti for 90 years, grant a further concession in Tunis and also grant a large block of Suez Canal shares. It should be pointed out that there is no ostensible reason why France should make any proposals now, but M. Poncet certainly has brought some message which, it is hoped, will further friendly relations between the two countries.

Jibuti, on the North African coast, is the seat of government of French Somaliland and, being on the terminus of the Addis Ababa railway, is Abyssinia’s chief outlet for trade. In Tunis, North-west Africa, there is a large Italian minority, and Italy has in the past been granted certain concessions.
