No owner within the meaning of the Factory Emergency Regulations and the Building Emergency Regulations is to sell, supply, dispose of, or part with the possession of any of the above materials to any other person, unless an application for them by the latter is approved by an officer authorised by the Minister of Supply to approve such applications.
