A secret consistory nominated Cardinal Latlri as Camplengo in the presence of twenty-four cardinals. Although there are eleven vacancies, the Pope did not appoint any cardinals. This is the first time in the church’s history on which a Pope has not appointed cardinals at his first consistory. This is believed to be due to his grief at the international situation, regarding which his Holiness, in a speech at the consistory, instructed cardinals regarding the stand they must take to combat the spread of atheism and neopaganism, which he fears will be the result of the war.
