PROPOSED BY LEAGUE PRELUDE TO NEGOTIATIONS. UNDER AUSPICES OF THE ASSEMBLY. By Telegraph—Press Association—Copyright. (Received This Day, 9.20 a.m.) GENEVA. December 11. The Constitution Committee decided to telegraph Russia and Finland, proposing an immediate cessation of hostilities and negotiations under the League Assembly's auspices. A period of twenty-four hours was given for reply. A Soviet spokesman said there was a fifty fifty chance that Moscow would accept League mediation. / So few delegates were present at the opening of the Assembly that the hall seemed almost deserted. The meeting immediately adjourned to enable the Constitution Committee to consider Finland's appeal. Extraordinary police precautions were taken inside and outside the League buildings and the public was not admitted. Forty nations were represented and thirteen were absent. M Hambro (Norway) was unanimously elected President of the Assembly,
