States that can preserve anything from that Power will be obliged to live armed to the teeth. The British people, to take an example, would have to accept perpetual conscription and a scale of armaments that would be an intolerable burden on all its social purposes. This Europe would have two characteristics. In the first place, everything would be subordinated to the need for military and naval strength. In the second place. Europe would be definitely under the influence of a backward Power, for Hitler stands for a doctrine or religion of race out k' which Europe has grown.
