The “New York Times” Washington correspondent says it is authoritatively reported that the United States Note to Britain setting out the position regarding the seizure of German exports will broadly reserve American rights and may challenge the validity of the British action, but will not join issue to the extent of impairing British and American political relations. It adds a reservation to provide a basis for claims on behalf of United States nationals whose interests are damaged as the result of seizures.
