It is announced that European-de-scended residents in Canada who are not citizens will be acceptable, but they must take the oath of allegiance. Some experienced United States pilots will balk at this, but they will be used as unenlisted instructors at flying clubs for the preliminary training of recruits. Daventry reports that the Empire Air Scheme is stated to be costing the Australian Commonwealth Government not less than JI 50.000.000.
