SUGGESTED AGREEMENT FORMULA PRESENTED TO AMERICAN AMBASSADOR. TALK OF .JOINING TOTALITARIAN GROUP. By Telegraph—Press Association—Copyright. (Received This Day, 11.0 a.m.) TOKIO. December 4. It is understood that Admiral Nomura has presented to the United States Ambassador (Mr Grewe) a formula for' the settlement of outstanding questions between Japan and the United States. The Government is expected to issue a statement presently detailing recent efforts to meet American demands. In an interview, Mr Shiratori. former Japanese Ambassador to Italy, said some opinion in America believes that if too much pressure is exerted on Japan, it will drive her into the arms of Russia. "Such a consideration,” he added, "might cause the United States to try to study more seriously actual conditions in this part of the world.” Mr Shiratori expressed the opinion that Russia and Japan will eventually settle their differences and become associated with Italy and Germany in the totalitarian group. "It is bound to come,” he said.
