Appeal by President Roosevelt MORAL EMBARGO ON EXPORT OF PLANES TO RUSSIA REFUSAL OF CLEARANCES BY WAR DEPARTMENTS (Dy Telegraph.—Press Association.—Copyright.) NEW YORK. December 2. Following by a few hours specific condemnation by President Roosevelt, of Russian bombing of Finnish civilians and an expression of American sympathy for Finland, file President today formally appealed to exporters not to send aeroplanes and equipment to a country guilty of such acts. 'Die “New York Tinies’ ” Washington correspondent, commenting on Mr Roosevelt’s moral embargo, says that, although not announced formally, the War and Navy Departments already have decided to refuse clearances for military planes destined for Russia, thus blocking current efforts by the Soviet, to place large orders. Meanwhile, opinion is growing in favour of a diplomatic expression of displeasure.
