The Finnish Legation in London announced the reconstruction of the Government on a wider basis, including the Conservatives, which strengthens the Government internally and offers the possibility of resuming negotiations with Russia. The spirit of the Army is excellent. The Russians have completely taken the North Rybachi Peninsula, but are unable to advance further inland. The Moscow Radio announced that a popular Finnish Government has been formed. It consists of representatives of several Left parties and insurgent soldiers. The seat of the new Government is reported to be Terjoki, which the Soviet occupied on November 30. The Premier and Minister of Foreign Affairs is Otto Kussimen. The announcer said: “Our corps will have the honour of raising the new Republic flag on the Presidential Palace at Helsinki. The new Republic will be democratic, but will not be of the Soviet type, because a new order can’t be established without the people’s consent.’’
