GOVERNMENTS CONSIDERING DRAFT AGREEMENT. By Telegraph—Press Association—Copyright. OTTAWA, November 26. The British, Canadian, Australian and New Zealand Governments have received copies of the draft air agreement, in which it is believed there are major changes, not affecting the numbers trained but improving cooperation and solving problems not attacked before the Australian and New Zealand missions arrived. This and other important announcements are expected in the coming week.
