ROLE OF THE GERMAN NAVY. ACCORDING TO ADMIRAL PRENTZEL. BERLIN, November 25. The German fleet is too small to be .- a powerful battle squadron and will begin guerilla tactics against Britain’s navy, declared Admiral Wilhelm Prentzel in the “Voelkischer Beobachter.” He added that immediately war opened Germany greatly increased the building of- submarines, destroyers and other light surface craft. WAR RISK RATE INCREASED IN BRITAIN. LONDON, November 25. Shipping is subject to a rate of 80s per cent instead of 50s to 60s as a result of the rise in war risks insurance for voyages impinging on waters, in which German magnetic mines are laid. A reduction is made in some rates for voyages in waters in which magnetic mines cannot be laid. SUSSEX DAMAGED LINER REACHES THE THAMES. The latest victims of German mines, announced by Daventry last night were the Federal Line motor-ship Sussex (11,000 tons), and an unidentified steamer which was sunk off the Kent coast on Thursday, three of the crew being lost and the remaining 14 picked up. The Sussex was merely damaged, and managed to reach the Thames escorted by tugs. She is well known as one of the latest fast ships of the England-New Zealand run. The entire Dutch Press has voiced condemnation of the brutal method of the sinking by a German submarine of the Sliedrecht. and classes this as another instance of Germany's complete disregard of the rights of neutrals, as well as the principles of humanity.
