The Washington correspondent of the “New York Times’ says the statement of the Assistant-Secretary of State (Mr Sumner Welles), that he takes a serious view of the continued interference by the Japanese military authorities with American trade and nationals, is significant in view of the British and French withdrawal of troops and the reports of a Russian and Japanese commercial agreement. The State Department denied on November 13 that the United States would protect the French and British Concessions, but diplomats believe that, the insistence on the rights of American traders will have th'e practical effect of safeguarding the Concessions. The majority of the 470 American business men have their headquarters in the' British Concession. A message from Victoria, 8.C., says Major-General Piggott, Military Attache to the British Embassy at Tokio, said there was every reason to believe that the Tientsin dispute could be successfully concluded. He said that relations between Britain and Japan were steadily improving. TRADE & POLITICS RUSSIA AND JAPAN TO DISCUSS TREATY. MOSCOW. November 21. It is announced that Russia and Japan have agreed to negotiate a trade treaty based on the most favoured nation principle. Russian-Japanese itrade is insignificant. and the basis for a large expansion is lacking. In view of this the negotiations are primarily valuable politically.
