THE EMPIRE TRAINING SCHEME AGREEMENT ON FINANCIAL BASIS. NATIONAL AND MUNICIPAL FLYING FIELDS. By Telegraph—Press Association —Copyright. LONDON. November 16. Britain and Canada have agreed on a financial basis for the air scheme, states an Ottawa report. It is believed that a British suggestion that Canada should bear most of the initial cost, which would be recouped by per capita charges on trainees. has been accepted, and. also, in order to avoid the heavy cost of provision of training facilities which would be useless after the war, that Canada should proceed until the spring on a more economic basis than was previously envisaged. Use will be made of 20 to 30 transCanadian and 10 to 15 municipal flying fields, which can be adapted to military aerodromes. The "New York Times'" Ottawa correspondent understands that Britain is providing the aeroplanes and other equipment needed initially. It is expected that Canada will supply more airmen than Australia, New Zealand or Britain.
