A Berlin report says it is stated that while Germany is unable to accept the conditions in the British and French replies to the mediation proposals, discussions could be opened later on certain conditions. Prior contact between the belligerents, however, would be essential. Germany at present cannot undertake a positive step to realise the sovereigns' peace plans because it would give an impression that she is prepared to capitulate. A message from The Hague says that nobody expected the mediation offer would produce immediate results, but there is every indication that it will be renewed directly the opportunity recurs.
