DELEGATION LEAVES MOSCOW.

The Foreign Office has announced that negotiations with the Soviet have been suspended, and the delegation is leaving Moscow tonight. CONTINUED GOODWILL DECLARED BY FINLAND. (Received This Day, 11,50 a.m.) HELSINKI, November 13. M Erkko (Foreign Minister.) atinquiv ced that it was not intended to suspend the Russo-Finland negotiations indefinitely. Finland would continue to display goodwill and understanding, and hoped it would be mutual. COLD FAREWELL GIVEN BY MINOR OFFICIALS. (Received This Day, 1.15 p.m.) MOSCOW, November 13. The Finnish delegates have left. Only minor officials'farewelled them, M Litvinoff has been appointed Chief of the Foreign Affairs Information Bureau of the Central Executive of the Communist Party.
