MEASURES OF RELIEF. COASTGUARD RECRUITING. Bv Telegranh—Press Association—Copyright. (Received This Day. 10.45 a.m.) WASHINGTON, November 13. The Coastguard has ordered its training schools to enrol only seamen rendered idle by the neutrality law and announced that it is establishing a new school, accommodating an additional thousand, as part of the Administration’s aid programme resulting from the maritime appeal. The schools will give the recruits food, shelter, clothing and transportation and also a minimum of 36 dollars in cash monthly.
