THE NEUTRAL PEACE APPEAL FRENCH AND BRITISH REPLIES. JUST & PERMANENT SETTLEMENT DESIRED. The British and French replies have been sent to the recent peace proposals received from Queen Wilhelmina of Holland and the King of the Belgians. The British reply makes it clear that the Allied governments are ready to consider any proposals from Germany that might afford a real prospect of achieving permanent, peace on a basis of freeing Europe from the menace of aggression. The French reply states that. France would welcome any possible move to assure a just and honourable peace. BLACKOUTS IN fcIOLLAND.
