EMPIRE AIR TRAINING SCHEME. BRITAIN & CANADA SEEK ADJUSTMENT. By Telegraph—Press Association—Copyright. OTTAWA. November 7. The air training plan is proving difficult to arrange financially. Britain proposed that Canada should undertake the initial expenditure, estimated at 700.000.000 dollars, and that the others should reimburse her in the ratio of the number of aviators trained. The difficulty is that Canada cannot foretell the length of the war. and thus is uncertain of the amount she should charge for each aviator.
Australia and New Zealand are not participating in the discussions till Britain and Canada reach a solution.
