A communique, announcing the dispatch of a telegram containing tentative proposals for peace, says M.M. Kieffens and Spaak, Foreign Ministers attended King Leopold and Queen Wilhelmina, who decided to address the rulers of France, Britain and Germany with the object of facilitating negotiations. This initiative of Ihe sovereigns is a new sign, of the common, views and solidarity existing between Belgium and Holland. An Amsterdam message says it is revealed that contacts between Queen Wilhemina and King Leopold have been going on for the past few days in complete secrecy. King Leopold, when negotiations reached a certain point, agreed to Queen Wilhemina's suggestion that he should visit the Hague.
