The House of Representatives approved the Neutrality Bill by 243 votes to 172. Congress has ad,journed sine die. The White House announces that President Roosevelt will sign the Bill at noon tomorrow and that the proclamation will become effective from then. A joint conference of both Houses approved the Neutrality Bill substantially unchanged and within fifteen minutes the Senate approved, by 55 votes to 24 the preamble adopted by the conference, declaring that the United States reserves all its international law rights, despite the restrictions placed on its ships and citizens.
