Congressman McCormack t Massachusetts) has demanded the recall of the American Ambassador to Russia, alleging that M. Molotov's opposition to the arms embargo is "a flagrant violation of international law." The White House Secretary said it was more than a coincidence that M. Molotov had criticised President Roosevelt simultaneously with the important neutrality vote scheduled in the House. "It would appear." the secretary added.- "that M. Molotov had something else in mind besides Finland, because almost in his concluding paragraph he raises the question of the neutrality embargo. I wonder why he chose the. day on which a vote was scheduled in the House. It seems to me he had the embargo in mind when he criticised the President.”
