Molotov's opposition to the arms embargo is "a flagrant violation of international law." The White House Secretary said it was more than a coincidence that M. Molotov had criticised President Roosevelt simultaneously with the important neutrality vote scheduled in the House. "It would appear." the secretary added.- "that M. Molotov had something else in mind besides Finland, because almost in his concluding paragraph he raises the question of the neutrality embargo. I wonder why he chose the. day on which a vote was scheduled in the House. It seems to me he had the embargo in mind when he criticised the President.”
