BOROUGH AFFAIRS

MEETING AT CARTERTON HEAVY TRAFFIC GRANTS. LACK OF CIVIC PRIDE. (“Times-Age" Special.) The monthly meeting of the Carter ton Borough Council held last evening was presided over by the Mayor Mr D. L. Taverner. There were also present Councillors W. A. Hart. E. Me Kenzie, H. Mortenson. L. M. Clark. C E. Stevens, C. J. DeLacey. Miss O. W. Wolters, R. A. Copeland. J. Udy, and the Town Clerk. Mr P. A. Cole. The treasurer reported a credit balance at the Bank of New Zealand in the District Fund of £96 2s 7d. and that the gasworks fund was in credit to the extent of £694 14s 4d. Accounts amounting to £578 19s 6d in the District Fund and £236 13s 7d in the gasworks fund were passed for poyment. The Manawatu-Wairarapa Employ ers’ Association wrote enclosing the schedule of rates of subscription for the Association. —It was resolved to pay the amount due by the Council.

The Carterton Fire Brigade wrote in regard to work carried out by the bor ough staff in improving the fire hydrants in High Street and thanked the Council and staff for doing the work that was desired by the brigade. Mr E. C. Wadham, of Moreton Road, Carterton. wrote applying for a taxi license.—lt was resolved that the Council recommend the application. The Secretary of the Municipal Con • ference to be held in Wellington on March 5—9 wrote enclosing particulars, and asking that any remits for the con ference be sent forward.—The letter was received.

The Wellington Provincial Council of the New Zealand Centennial organisation wrote enclosing matters of interest to zones and local bodies, also asking for the remittance of subsidies. —lt was resolved to forward the sum of £6 10s.

The Masterton County Council wrote relative to the No 10 heavy traffic district grants, stating that the Carterton allocation for 1939-40 had been fixed at £97 3s lid, as against £94 6s in 1938-39. The Manager of the Wairarapa Elec trie Power Board wrote enclosing particulars of the lighting of Memorial Square by Mercury Vapour lamps as against the present lighting, suggesting that the Council do not alter the system as the vapour lights would spoil the effect of all colours in flowers, which would appear black against the effect of the present lights.—lt was resolved to thank the Power Board for its information and to carry on as at present. The question of additional 250 c.p. lamps as compared with present 100 c.p. lamps in High Street North and South had been also referred to by the Manager of the Power Board who reported the higher c.p. installation would cost £4 3s 4d per annum additional.

Mr H. A. Trueman, sanitary inspector, wrote enclosing his quarterly report on the borough’s sanitation and other matters, reporting everything was is in very satisfactory condition. The Clerk of the Wairarapa South County Council wrote stating that the Council intended to seal Belvedere Road. As a length of the road, 31chains from the present borough bitumen' to the end of the boundaries would leave an unfinished job they proposed sealing the same to avoid the broken length and asked if the Borough Council would agree to bear halt the cost of £8 per chain.—lt was decided to agree to the request.

The question of wandering stock was referred to by the Highways Board, who asked the Council to take action in checking the nuisance.- —It was decided to accede to the Board's request. A letter was received from the Housing Survey Department, and after consideration it was decided that the Clerk go into the question and report on the matter at the next meeting of the Council. Invitations were received for the Mayor and Councillors to be present at to inspect the Anglican Boys’ Home and grounds at Lower Hutt on December 2, and also to be present at the opening of the new Anglican Boys Home by the Governor-General, accompanied by Lady Galway, at a party on Monday, November 27 at 2.30 p.m. —The invitations were received. The Works, Gas, and Overseer's reports were read and adopted. Reference was made by some Councillors that tradespeople had not seen lit to make the town attractive by displaying bunting from their premises during Show Week. It was mentioned that the effect of the coloured lights in High Street was entirely lost by the high powered Mercury Vapour lights and it was decided that the Clerk write to the Tradesmen's Association that it was not prepared to pay for this installation during Christ mas and New Year Season and that if required the Tradesmens Association should arrange for it themselves. It was resolved that the foreman, Mr James be appointed ranger. poundkeeper and noxious weed inspector to the borough. The question of the memorial baths was referred to by the Mayor. wh< mentioned that the Masterton Borough engineer had gone into this question and suggested that the present baths be considerably reduced in area and re-modelled with Memorial Gates, etc. the cost to be approximately £lOOO. The Mayor said the plans for the same had been sent to the Government for approval. It was resolved that the Traffic Inspector be asked to use his endeavours to stop the use of noisy motor cycle.-, experienced at all hours’ of the day and night in Carterton.
